Helene's surge of more than seven feet flooded homes and garages across the bayfront even though the storm itself passed well offshore; Milton then dumped nearly a foot of rain and briefly pulled water out of the bay in a reverse surge before it returned. Surge water is salt water mixed with sewage and debris, and rain-driven street flooding is little cleaner.
